Town manager Tyler Sinclair told the council the work is a discrete task that staff can incorporate into existing workloads. “This largely is a discrete task and can be incorporated in the current workload,” Sinclair said, and staff recommended scope A (base review) plus scope B if the council wanted a fuller financial assessment. Staff estimated the base and optional fees (roughly $12,000 and $6,500, respectively) plus a recommended contingency of about $7,500 to cover follow‑up questions.
