Boynton Beach — The City Commission voted Jan. 20 to approve a resolution authorizing an interlocal agreement with Palm Beach County to initiate annexation of a roughly 4.61‑acre enclave known as the Bamboo Lane Enclave.
City staff explained this annexation would proceed under the Florida statute for enclave annexations, a method the state encourages to eliminate small unincorporated pockets that can complicate service delivery. "It is the policy of the state of Florida to remove enclaves..." staff said while summarizing the statutory framework and noting the area is well under the 110‑acre threshold described in state law.
Multiple residents opposed the annexation during public comment. Steve Gallagher said the approximately 12 houses involved are 100% opposed and cited a county letter and legal opinion that he said supported county resistance to the annexation. "Nobody wants it," Gallagher said, urging the commission to factor resident preferences into decisions and to consider litigation risk.
Staff said that if the city approves the interlocal agreement tonight the item will be scheduled before the Palm Beach County Board of County Commissioners, and if county adoption occurs the city will return with required land‑use and zoning applications for the properties.
The commission voted to approve the interlocal agreement by voice vote; staff characterized the vote as the city’s agreement to move the annexation process to the county for decision.
