Staff opened nominations and commissioners moved and seconded the nominations on the record. The commission voted by voice to elect Andre as chair; commissioners subsequently confirmed Luhan as vice chair after a nomination by Commissioner Potter and a second by another commissioner. After other agenda items and departmental updates, Commissioner Spencer moved to adjourn; the motion was seconded and the commission adjourned by voice vote.
These were internal procedural actions that set leadership and closed the meeting; no binding ordinances, contracts or budgetary amendments were adopted during this session. Staff indicated several informational items (banner fee recommendations and special-events guidance related to 2026 planning) will be carried forward to the City Council for policy consideration or for inclusion in the city fee schedule.
