The Greensboro Planning and Zoning Commission on Nov. 17 recommended annexation and City PI zoning for an approximately 8.88‑acre parcel identified as 4212 South Elm Eugene Street, following a staff presentation and a brief applicant statement.
Planning staff described PLP‑25‑44 / Z‑25‑11‑003 and said the GSO 2040 comprehensive plan designates the site as urban general and residential. Applicant counsel and representatives identified the petitioner as South Elm Baptist Church and said the request is “predicated on getting city utilities.” Amanda Hodiern, speaking for the applicant, said the church wants to "embrace that, and, come on into the city fold." No speakers registered opposition and the commission closed the public hearing as an expedited case.
A motion to recommend annexation and the R‑to‑PI rezoning carried unanimously, 8–0; staff said the recommendation is subject to a city council public hearing tentatively scheduled for Dec. 16, 2025.
