Clatsop County opens public hearing on ordinance to consolidate departments, continues to Jan. 14, 2026

The Clatsop County Board of Commissioners conducted the first reading of Ordinance 25-15, which would amend county administrative code section 1.04.0.01 to update the list of county departments, formally recognize the memorandum of understanding with the fair board and clarify interim county manager authorities.
County Manager Don Boone summarized the ordinance, telling commissioners the change "updates the list of designated county departments to include health and human services," removes Administrative Services from the list and adds the County Manager's office. He said the MOU guides supervision and the management relationship between the fair board and the county and explained how an assistant or designee would assume duties when the county manager is temporarily out; if the county manager position is vacant, the board would appoint an interim manager.
County counsel read the ordinance number and referenced Clatsop County Code section 1.04.0.01. The board opened the public hearing, and no remote callers were signed up to testify. Commissioner Banks moved to conduct the first reading by title only, open the public hearing, take testimony and continue the hearing; the motion passed and the board continued the hearing to Jan. 14, 2026.
The hearing will resume on the continued date to accept any testimony and for further consideration of the ordinance.
