Bemidji school board votes to rescind outdated 'Assurance of Mastery' and copyright policies

Colleen, a district staff member who presented the item, told the board the policies recommended for removal include policy 430-6, "Assurance of Mastery," and its administrative procedures (4030-6R). She told the board the underlying state statute referring to those policies has been rescinded. Colleen also recommended rescinding policy 440-1, "Copyright Protection," and its related procedures because copyright issues are now handled through the district Internet use policy (SBR 650-1; MSBA 5-24). She described the copyright policy as "extremely old" and said it included references to obsolete technology such as VCRs.
A board member moved to rescind the listed policies; a second was offered and the board approved the motion by voice vote with no opposition. The motion was described and carried as an action item, and the board recorded the outcome as approved.
Board members did not record individual roll-call votes on the transcript; the meeting record indicates the action carried unanimously. The district will remove the rescinded policies from its policy manual and rely on current statutes and the Internet use policy for copyright matters.
The board did not discuss additional implementation steps on the record. The superintendent, Olsen, was absent from the meeting and the board indicated the superintendent will be briefed when he returns.
