Board approves $48,000 for preconstruction services for Douglas Valley PK–8 under PISMIP

The Academy School District 20 board voted to appropriate $48,000 from its Public Schools on Military Installations Program (PISMIP) fund to pay for preconstruction services and to award an initial preconstruction/ construction services package to the recommended vendor for the planned Douglas Valley PK–8 school.
Becky Allen explained that the district has completed the design grant and design phase and the next step is preconstruction, which includes cost estimating and development of a guaranteed maximum price (GMP). Allen said the $48,000 appropriation covers the full preconstruction-service cost and is funded from a PISMIP reserve where the district had previously set aside roughly $12.3 million as an estimated 20% match.
Allen described two possible paths after preconstruction: accept the vendor’s GMP and move forward with a construction appropriation and federal submission, or, if the GMP is unacceptable, re-issue an RFP specifically for construction services and solicit competing bids. "Once that process were to be done, at that point, [the vendor] would give us what's called a guaranteed maximum price or GMP," Allen said, describing the district’s options after receiving the GMP.
On roll call the board recorded aye votes from Mister Wilburn, Missus Shandy and Missus Conn's and approved the appropriation and award. District staff said they will return with any required appropriation requests and federal-submission materials if they accept a GMP and proceed to construction.
The decision advances the project’s planning and helps the district refine cost estimates before committing to full construction funding.
