Goldsboro City Council voted unanimously Nov. 3 to approve CZ3‑25, 'Eagles Reach,' a conditional rezoning that will allow a mixed residential townhome development of roughly 174 lots and three commercial lots along US‑70 West and Isaac Smith Road.
Planning staff outlined the project: 43.24 acres proposed for R‑6 residential and general business conditional zoning, with street, water and sewer extensions (including 3,700 linear feet of roads, about 4,900 linear feet of sewer mains and sidewalks and trails), a required 20‑ft buffer berm on the street frontage and a 30% open‑space dedication. The applicant committed to additional landscaping, increased open space above UDO minimums, and to meeting NCDOT requirements when commercial lots are developed.
During the hearing applicant engineer Andy Mills said his team conducted flow tests and proposed closing a gap in the water line to address earlier water‑pressure concerns; staff confirmed they had received a fire‑flow analysis and would continue to coordinate with the fire department. One local property‑owner/developer, Chris Cox, spoke in favor of the project. Council voted to approve the conditional rezoning with the conditions recommended by planning staff.
