Muscatine County staff reported Nov. 3 that the Muscatine County Board of Adjustment granted special‑use permits for a biochar production operation and a compost facility on a property near Wendling Quarries.
County Development Director Eric Furnace said the site was rezoned a few months earlier and that the special‑use permits were granted at the board of adjustment hearing on Oct. 24, 2025. He said applicants agreed to a condition requiring that all composting take place inside an enclosed building to help contain odors; the applicants plan to begin construction on a building where composting will occur wholly indoors.
No formal board vote on the special‑use permits was recorded at the Nov. 3 meeting; staff presented the Board of Adjustment actions to the supervisors for information and next steps.
