Avery County approves multiple grants and budget amendments, funds school roofing and recreation repairs

The Avery County Board of Commissioners voted to accept and appropriate several grants and make accompanying budget amendments during its Nov. 1 meeting.
Finance Officer Kaleb Hovland told the board the Avery County Department of Parks and Recreation received a $125,000 grant from the Carolina Hurricanes Foundation to repair Little League ball fields damaged by Hurricane Hilleen and requested a budget amendment to record the capital outlay and revenue. The board approved the request by voice vote.
Hovland also reported the receipt of $2,751.81 in civil process fees for the sheriff’s office to be used for initiating property sales and asked that those fees be recorded as revenue with a corresponding expense line; the board approved the amendment.
The board approved moving $25,000 from FY24–25 Carolina Hurricanes Foundation funds into the current budget for Schultz Circle Park repairs after Hovland said those funds were not spent last year and must be carried forward.
Commissioners approved a budget amendment to debit maintenance contracts for $13,500 to cover a contracted public information officer (PIO) for the remainder of the year; the PIO contract was presented separately to the board.
Hovland said the Avery County School System will receive $150,000 in state funding to replace the gym roof at Riverside Elementary School. The county will pass the funds through its accounts to the school system; the board approved the passage-through and the associated budget amendment.
The board adopted a resolution authorizing release of North Carolina Lottery Repair and Renovation funds, citing Chapter 18C and Chapter 115C of the North Carolina General Statutes, to cover projects including painting ($19,500) and electrical work ($23,305.36) at Avery County High School and ceiling/floor repairs at Cranberry Middle School. A companion budget amendment to pass $47,838.63 through county accounts was approved.
Social Services items approved included moving $5,777.88 remaining in special adoption incentives (FY24–25) and $24,592.55 in disaster funding into the current fiscal year through budget amendments.
All finance and grant items were moved, seconded, and approved by voice vote.
Next steps: staff will finalize budget amendment ordinances for recordkeeping and implementation.
