Public Works Director Brial Diaz said the project was funded through regional collaboration, including a Proposition 1 grant and participation in the Gateway Water Management Authority (GWMA). The regional group identified the cistern as a high‑priority project; Bell Gardens will serve as the lead agency to prepare an annual budget and administer operations and maintenance for the useful life of the project.
The council was presented with the cost‑share methodology: the estimated annual project cost is $100,000; 50% ($50,000) is divided equally among seven member cities, with the remaining 50% allocated by watershed land area. Cudahy’s estimated annual share is $9,668, to be paid from Measure W funds.
Council approved the subrecipient agreement by roll call and staff indicated Cudahy plans to submit additional regional projects for cost‑sharing in the future.
