The Conway City Council moved through a slate of community-development and planning items on Oct. 28, approving appointments, permits and rezoning requests and setting several zoning-code amendments for public review.
Council approved the nomination of Lindsay French to the Conway Housing Authority board to fill a vacancy through Oct. 31, 2029. The nomination was approved 7-0.
The council adopted an ordinance approving a private-club permit for JTJ Nonprofit dba Big Bad Breakfast at 1004 Oak Street (ordinance recorded in the meeting as O2586). Applicant Ben Brainerd described plans to serve breakfast items and weekend alcoholic beverages; the council approved the permit 7-0 and welcomed the business to Conway.
Planning staff read multiple proposed amendments to the Conway Zoning Code intended to distinguish building versus lot coverage, remove duplicative requirements, clarify site-development review scope and fees, provide parking flexibility and redefine terms; these items were presented as first readings to allow public input. No adoption votes were taken on the code amendments at this meeting.
The council approved a rezoning request for 554 Ingram Street (from R2A to R2) to allow construction of a duplex on an 8,712-square-foot lot; planning commission had recommended approval 8-0 and council adopted the rezoning 7-0. Council also approved a conditional-use permit for property at 2760 Garden Grove Drive to allow up to 24 dwelling units per acre in the C-3 zone; planning commission had recommended approval 8-0 and the council voted 7-0 to grant the permit. Staff said the Garden Grove project would proceed in three phases and require subsequent site-development review.
Separately, an appropriation to procure legal services for the Conway Police Department was pulled from the agenda after staff noted procurement constraints under Arkansas law and said the city would instead use a cooperative purchasing agreement and a recommended vendor. The council confirmed November meeting dates after brief scheduling discussion and adjourned the meeting.
