City Manager Dave Kennedy told Loveland City Council the administration will apply to the Ohio Department of Natural Resources Land, Water and Conservation Fund (LWCF) to finance a final phase of improvements to Nesbitt Park.
Kennedy outlined four proposed elements: trail/bridge lighting to align with trails, interior and exterior restroom renovations including stone veneer and new fixtures, addition of an adult swing positioned with a view of the Little Miami River, and a gateway from Carl Brown to improve pedestrian connections. "We are proposing to do 4 elements," Kennedy said, adding the projects were chosen to minimize earth disturbance for a smoother federal review.
Kennedy told council the application is due Nov. 14 and that the city would need a 50% local match. When asked about restroom heating and fixture replacement, Kennedy replied that the electrical stubs are present and that adding heating or conditioning is not expected to be expensive; he said he would discuss those options and costs with the contractor.
The council read a resolution to authorize submission of the LWCF application and adopted it by roll call vote 7–0.
Clarifying note: at one point in the discussion the transcript records the project total as "All total, it's $1.82 $2.82," which appears garbled; the precise total project cost was not specified clearly on the record.
