Mobile County Commission approves contracts, appropriations and a $300,000 land purchase

The Mobile County Commission on Oct. 27 approved a long consent docket of contracts, appropriations, sponsorships and project amendments including an item to purchase about 12.05 acres on York Haven Road for $300,000.
Clerk/readers moved and seconded multiple agenda items that were approved or set in motion by the commission. Highlights on the agenda included a CivicPlus digital-agenda renewal for $18,932.72, an award to Montgomery Technology Systems for detention intercom inspections and maintenance ($68,500), and an appropriation of $10,000 from district 3 education funds to the Board of School Commissioners to assist with a JROTC STEM Leadership Academy.
The commission amended the 2024 capital improvement plan to create a project for the York Haven Road property with an estimated budget of $300,000 and later authorized purchase of approximately 12.05 acres from Bradley Lynn Wilson, Robin Ann Smith and Casey J. Smith for $300,000 plus agreed closing costs, pending legal review and with the commission president authorized to sign.
Other signed items included an amendment and restrictive covenants with Mobile Elderly Housing for a 56-unit senior housing project using Alabama Housing Finance Authority tax credits; acceptance of a $151,954 grant subsidy award from the Alabama Department of Youth Services; and a change order with Harris Contracting for the Lewis Landing project that increases the contract by $27,610, bringing it to $859,588 and extending substantial completion to Dec. 2.
The agenda also included procurement and service renewals: a renewal with SHI International ($21,329.44) for revenue-commission licenses, a DocuSign government enterprise license, ESRI premium support ($22,700), software and hardware maintenance agreements, and an Election Systems & Software maintenance contract for $107,610 pending legal review. The commission approved smaller sponsorships and appropriations for cultural and education groups, including $3,000 to the Mobile Bay National Estuary (event), $5,000 to the Mobile Symphonic Pops Band, and $2,500 to the Liberty Learning Foundation.

Commissioners also discussed rental-rate increases for Mobile Government Plaza venues and asked staff to provide documentation of the new prices and market comparisons before implementation. The meeting adjourned and the Indigent Care Board convened and approved its minutes and routine disbursements.
