The Rolling Hills Estates Planning Commission approved draft resolution number 2025-10 to allow construction of a new 12,000-square-foot main house with related accessory structures at 80 Saddleback Road, a project that drew detailed discussion about grading, cut-and-fill and measures to limit neighborhood impacts.
Planning staff described the project as a site-plan review and conditional-use permit application (no variances) for a property of about 4.82 acres with two building pads. The project package listed a proposed main house, a roughly 2,000-square-foot pool, a 790-square-foot cabana, trellises near the pool and tennis court, a roughly 730-square-foot stable and a corral. Staff stated the disturbed area would reach about 39% and that grading would be balanced on-site (staff cited 11,999 cubic yards of cut/fill in discussion). Staff recommended the commission open the public hearing, take testimony and provide direction; staff materials in the packet stated the project was exempt from CEQA (transcript phrasing: '15600').
Project team representatives described the design choices. Architect Joe Spear said the lot was previously disturbed and the project adds roughly 10.5% more disturbance to reach about 39% total. He said lowering the top portion by about 8 feet would reduce massing and improve fire access. Civil engineer Dan Bolton explained the grading approach, saying the intent was to preserve existing landforms while balancing cut and fill on site; he compared proposed earthwork to other local projects and cited totals in the tens of thousands of cubic yards when contextualizing the work.
Commissioners pressed several practical questions: corral size relative to the three-stall stable, traffic and construction staging and whether construction vehicles could be accommodated on-site. Staff confirmed draft resolution language requires construction vehicles to remain on the property during building operations; that condition was included after neighbors expressed concerns about off-site staging. Commissioners acknowledged the project involves substantial earth movement but concluded the project sits on a large lot and that the lowering strategy reduces apparent massing. Commissioner Sean moved to approve the draft resolution; the motion was seconded and passed in a roll-call vote.
The approval grants site-plan review and the conditional-use permits described in draft resolution 2025-10 and includes the staff-recommended conditions (including on-site construction vehicle staging). Any building permits and inspections will follow standard city and fire-department review and conditions in the adopted resolution.
