Saline County Treasurer Anthony Newell on Oct. 28 presented the county's 2024 tax-year annual report and the quarter-ending Sept. 30 idle-funds summary, reporting the county had total funds of $53,104,539.94 and $9,750,000 invested in certificates of deposit as of Oct. 1, 2025.
Newell told the board the certified tax abstract for 2024 was $92,464,614.45 and that total tax collected for the period was $89,696,306.55. He said delinquencies were roughly 2.0 percent of the roll, a modest increase from the prior year (about 1.51 percent).
On investment returns, Newell reported an operating-account rate of return of 3.22 percent for the reporting period and average CD yields of about 4.25 percent; year-to-date interest income totaled $1,741,777.20 against a budgeted amount of $825,000 for that line. He said lower market interest rates and changes in cash-on-hand (including prior ARPA and jail funds) contributed to a decline in interest revenue compared with the previous year.
Commissioners had no substantive objections and thanked the treasurer for the report. Newell stood for questions and noted the county's investment policy limits maturities to two years or less and lists permissible instruments including time deposits, repurchase agreements and U.S. Treasury instruments.
