The Dallas Urban Renewal Agency voted unanimously on Nov. 17 to award a billing-improvement grant of up to $14,250 for work at 217 SW Court Street.
Economic Development Specialist Tyler Ferrari told the board the applicant’s total project cost increased to $28,850 after staff and the applicant confirmed roughly $280–$300 in additional eligible work; that change preserved scoring points tied to the applicant providing a 51% match instead of the originally reported 50% match. Ferrari said attachment D to the grant materials includes a written response from the applicant addressing scoring and accessibility questions.
Board members pressed staff on scoring consistency. One councilor noted that reviewers scored the “1 point per $10,000 over $10,000” item inconsistently; staff responded that individual reviewers interpret the rubric differently (for example, scoring against total project cost versus agency investment). Ferrari said the city plans to revise scoring and grant rules with advisory-agency input for future cycles.
On building-code matters, staff said parts of the project addressing stairs relate to “section 3403.607 of the Oregon structural code” (as read at the meeting) and that an additional ADA access item (parking-lot-to-entrance access) will need to comply with an Oregon statute referred to in the meeting as “449.241” during construction; staff characterized the ADA item as part of construction compliance and not a grant-funded component.
Councilor Shane moved to approve the grant for an amount not to exceed $14,250; Councilor Briggs seconded. The Urban Renewal Agency approved the motion unanimously.
