Dallas council unanimously approves nuisance-assessment liens tied to abated properties

The Dallas City Council voted unanimously on Nov. 17 to adopt Resolution No. 3555, authorizing the city to levy nuisance-assessment liens against properties where the city performed abatement work (for example, tall weeds or grass) and the owner did not pay the subsequent invoice.
City staff explained the standard process: code-required posting and owner notification; if the owner fails to abate, the city hires a contractor to perform the work, pays the contractor and then invoices the property owner. If the invoice is unpaid after the 30-day period allowed by code, the city may place a lien on the property and include those liens on a resolution to the council.
Councilor Shane asked how frequently the city compiles lien resolutions; staff said the city typically batches lien assessments every year to a year-and-a-half and that the last similar resolution was in June 2024. Staff also offered to provide a municipal-lien report listing current liens at a future meeting after council request.
The city recorder conducted a roll-call vote and the measure passed 8–0.
