Dalton approves lighting MOU, park construction contract and several infrastructure contracts

Council approved a 10-year MOU with Dalton Utilities for high-mast lighting at the Rocky Face Interchange, awarded the Temple Beth El Memorial Park contract to Complete Site LLC, and approved several engineering and procurement amendments including a $5,000 Arcadis task order amendment and a PSA with Atlas Technical Consultants for bridge assessments.
At its Jan. 20 meeting, the Dalton mayor and council approved a package of infrastructure and contract actions, including a 10-year memorandum of understanding with Dalton Utilities for high-mast lighting at the Rocky Face Interchange and a construction contract award for the Temple Beth El Memorial Park.
Public works staff (Chad) described the lighting MOU as a 10-year agreement covering purchase, installation and maintenance; "the agreement is set to expire in 09/30/2035 in which the rate per light fixture will convert to a consumption only rate, and all maintenance and repair responsibilities will be on the public works department," the staff presenter said. Staff identified a total yearly cost of $25,234.80 to be covered from the public works general fund. The council approved the MOU on voice vote.
The council also awarded the Temple Beth El Memorial Park construction contract to Complete Site LLC, chosen as the top-scoring proposer among four submissions; staff said the work is expected to be completed within 120 calendar days following issuance of the notice to proceed.
Other approved items included Task Order Amendment No. 005B with Arcadis for $5,000 to cover changes in design scope for the North Glenwood Avenue drainage project; staff said the additional cost will be covered by the project account. Council also approved a professional services agreement with Atlas Technical Consultants to evaluate four bridges and identify needed repairs; staff said Atlas will complete services within four weeks of initial site visits and provide on-call support through Dec. 31 of the year.
Additionally, council approved Change Order No. 8 with Integrated Builds LLC for the airport hangar project to add three Knox boxes required by fire code, with the cost covered by project underruns, and approved a contract for the July 4 fireworks production (Power Technical, $36,200) following a Rec Commission recommendation.
All items passed by voice vote. Staff will proceed with contract administration and implementation under direction of public works and the city administrator's office.
