Pecan Lake board chairman urges Little Rock to rescind resolution, alleges Transparency Act violation

During the citizens-communication portion of the Nov. 18 meeting, Philip Wilson, who identified himself as chairman of the Pecan Lake Recreational Improvement District No. 4 board, asked the City Board to rescind Resolution 16 8 39 and not to recognize individuals who attended and participated in the Sept. 29 meeting.
Wilson alleged the board approved Resolution 16 8 39 without providing required notice to Pecan Lake property owners and said that the Transparency Act was violated. "I am confident that this information was not provided to the Little Rock City Board prior to your approval of resolution 16 8 39," he said, and later urged that "such individuals should be deemed ineligible to serve or continue serving as commissioners of the Pecan Lake Recreational Improvement Board district number 4."
Henry Gilmore, speaking next, said attorney engagement has occurred for community member Kim Collier and that it is too soon to talk about rescinding the ordinance; he asked the board to allow legal processes to run their course and said counsel would contact the city.
The board did not take immediate action to rescind the resolution during the meeting. City staff later told board members they would prepare memos and coordinate additional information on the improvement-district matter.
Next steps: City Attorney's office and staff will provide a memo and further information to the board; any request to rescind a previous resolution would follow legal review and board procedure.
