At its Sept. 24 meeting the Natural Resources Board approved scope statements that allow staff to advance two separate rulemaking projects.
Property‑management housekeeping (FWP‑2224). Meredith Penthorn, a policy specialist with Fish, Wildlife and Parks, asked the board to approve a statement of scope for a 2025 housekeeping rule affecting multiple property management code sections. The package is intended as a corrective update — removing obsolete provisions, clarifying administrative code language and addressing inconsistencies across property types — and not to make substantive policy changes. Penthorn said staff held a preliminary hearing in July and received one written comment asking about generator operating hours in Northern Highland American Legion State Forest. She said operating hours would likely require a more substantive rule or local management action; the housekeeping scope will not itself set generator hours, but staff will look at operational alternatives as they develop further property management rules.
Hazardous waste regulatory updates (WA‑1‑25). Kate Stromhyrans (Waste and Materials Management Bureau director) requested approval of a scope statement that would align state hazardous‑waste rules with recent federal changes, including adoption of the national e‑Manifest electronic shipment tracking system for hazardous waste manifests, alignment of import/export operation codes with Canadian updates and federal standards for handling spent refrigerants (certain hydrofluorocarbons) that are recycled for reuse. Stromhyrans said Wisconsin’s program must remain analogous to federal hazardous waste regulations to maintain state authorization and that the scope items are already mandatory at the federal level. The board approved the scope and conditional public‑hearing language to begin drafting rule text.
Both scope statements were conditionally approved and will move into formal rule drafting and public‑notice steps; the board will see proposed rule language and public hearings as the department advances each project.
