Planning staff (Chandler Venscock) said the project has been reduced from an earlier, larger proposal and that the Planning Board recommended approval (6–1) with conditions including added active ground‑level program elements and additional electrified bike parking beyond code requirements.
Council members who supported the call‑up cited the project’s scale and its role as an entry point to the community, saying a council-level look at facade articulation, massing and detailing was appropriate for a development of this size. One council member moved to call up the item and the motion carried by show-of-hands vote recorded as seven in favor and two opposed.
Separately, council referred a smaller concept plan review (5469 and 5515 South Boulder Road; LUR202500057) to the Design Advisory Board for additional design feedback; that referral was unanimous.
Next steps: The call‑up sends the Baseline Road project back for more detailed consideration before final approvals; council asked staff to return with refined materials addressing design, massing, energy generation (solar) and parking/transportation demand management.
