New Caney Independent School District reported an "A" rating under the Financial Integrity Rating System of Texas (FIRST) for the 2024–25 rating based on 2023–24 data, district finance staff told the board during a required public hearing.
"I'm pleased to announce that New Caney ISD received an A once again, for superior achievement," said Ms. Shalette, the district finance presenter. She summarized the FIRST system’s 21 indicators, noting the district received full points on the four critical indicators (timely annual financial report, unmodified audit opinion, compliance with debt payment terms and timely payments to TRS, TWC and federal agencies) and full or near-full points on most other indicators.
Shalette said the district lost some points on the indicator that compares future debt requirements to assessed property values — a recurring issue for the district described as a high-debt, fast-growth, property-poor district — but still achieved the overall A rating. She also reported required public disclosures: superintendent Matt Calvert’s reimbursed expenses for the year (listed in the presentation) and that there were no outside consulting fees or reportable gifts or business transactions between the district and board members during the reporting period.
The FIRST presentation did not require board action beyond public hearing and disclosure. Trustees asked no follow-up questions during the presentation.
