Council calls up 2952 Baseline Road redevelopment for additional design review

Planning staff presented a concept and site‑review application for a redevelopment of about 7.96 acres at 2952 Baseline Road that would replace existing retail and restaurant uses with five new buildings, about 427 residential units (including 122 student units) and roughly 58,365 square feet of commercial space.
The Planning Board approved the application on Sept. 30, 2025 with conditions including added active ground‑level programmatic space (play area, dog park or community garden) and additional electrified bike parking beyond code minima. Council members said they supported many Planning Board changes but wanted a closer look at massing, facade articulation, roof detailing and incorporation of solar energy. Several members noted the project’s scale and visibility as an entry to the community.
Council voted 7–2 to call the item up for further Council review and deliberation.
What’s next: Because the property is in a business community area with special use restrictions, the project will return to Council for further consideration following additional design refinements and responses to Planning Board conditions.
