Springfield aldermen approved actions needed to advance construction of a new wastewater treatment plant after the low bid exceeded original estimates.
City Manager told the board that the original SRF application covered estimated amounts for a project previously scoped at about $35 million but that the bid returned higher than expected, requiring an amendment to the SRF application. The council adopted Resolution 25‑17 to authorize SRF financing for the construction and later passed a separate motion to authorize an agreement in the amount of $350,000 with Community Development Partners, LLC to provide administrative services for the plant’s construction.
City Manager said some ARPA funds (about $8 million, per his remarks) will be used and that the city will borrow the remainder; he said there is some SRF principal forgiveness because the project is an infrastructure upgrade. He characterized SRF financing as having lower interest rates compared with other options. Council approved the SRF authorization and the $350,000 agreement, both by unanimous vote.
