Staff said construction of improvements is nearly complete and recommended the reduction to reflect work finished.
• Community Development Block Grant (CDBG) application for skate park: Council authorized the city manager to apply for up to $180,000 in CDBG funds for construction of a new skate park, and to provide a local match of up to $110,000. Staff said the site serves low-to-moderate income areas and thus meets the CDBG national objective; council members discussed trade-offs with other planned parks projects and public input in favor of a high-quality skate facility.
• Ordinance amendments and adoptions: - Variances ordinance (codified ordinance section 11.39): Adopted at second reading by roll call. Roll call recorded unanimous "Yes" votes from the council members present (Miss French; Mr. Pritridge; Mr. Ragu; Mr. Smith; Miss Franklin; Mayor William B. Snavely). - Sale of city-owned land to Duke Energy (0.84 acres on Millville-Oxford Road): Adopted at second reading by roll call; council recorded unanimous approval. Staff said the parcel is largely in floodplain and the sale recoups original acquisition costs and meets operational needs for Duke Energy.
• Budget supplemental ordinance (first reading) and other procedural items: Council heard a staff report on a supplemental appropriations ordinance for fiscal year 2025 (items included additional snow-removal funding and revenue adjustments related to housing projects); first reading only, no adoption.
