Springfield council unanimously adopts 2021 model codes, authorizes grants and rate changes
Summary
In a largely noncontroversial series of votes the Springfield board approved multiple ordinances adopting 2021 model building, energy, mechanical, plumbing, gas, property‑maintenance and fire codes, accepted a $17,000 tourism matching grant and approved electric and gas rate adjustments and several administrative agreements.
The Springfield Board of Mayor and Aldermen voted unanimously to adopt a package of 2021 model codes and to approve several associated administrative items during its meeting.
On second and final reading the council approved Ordinances 2515, 2516, 2517, 2518, 2519, 2520 and 2521 to adopt the 2021 Building Code, Energy Conservation Code, Existing Building Code, Gas Code, Mechanical Code, Plumbing Code and Property Maintenance Code, respectively; each motion passed 7–0 with motions and seconds recorded but without extended debate.
Council also approved Ordinance 2524 (amending retail electric rates) and Ordinance 2525 (amending Chapter 12 of the Springfield zoning ordinance related to nonconforming uses), each by unanimous vote. The board approved a resolution accepting a tourism matching grant from the Tennessee Department of Tourist Development; City Manager confirmed the grant match amount was $17,000.
Administrative actions included acceptance of a traffic safety grant from the Tennessee Highway Safety Office, authorization to participate in a U.S. Bank purchasing card program under NASPO cooperative purchasing, and approval of minor rate adjustments reported by utility directors. Gas Director Benji Davis told the board purchased gas costs dropped 0.5 cents and that change yielded a 0.74% across‑the‑board rate decrease.
