Galt council approves consent calendar, adds principal civil engineer classification; appoints volunteers to boards

The Galt City Council on Oct. 21 approved five consent calendar items, including a reclassification to add a "principal civil engineer" in the engineering series, a midterm budget item and standard warrants and minutes. The consent calendar passed 5–0.
Councilmember Reid moved and Councilmember Pratt seconded the motion. The roll call was Vice Mayor Sandhu — aye; Councilmember Pratt — aye; Councilmember Reid — aye; Councilmember Rodriguez — aye; Mayor Farmer — aye.
City staff described the principal civil engineer action as a reclassification that would create an additional classification within the city's engineering series to recruit and retain more experienced engineers; staff said it would not add an additional headcount. "This wouldn't be a new position per se. It just would be an additional classification within the engineering series," said John Griffin, public works director. "We would be adding one more called a principal who would be more experienced than our senior civil engineer."
During public comment, resident Harry Wenzel asked whether the change would add headcount and whether the city could bring more engineering work in-house with a more experienced hire. He also pressed for more granular budget documentation, referencing a previously published detailed budget book. The council said the agenda packet available online includes salary and budget breakdowns and offered to provide additional detail on request.
Separately, Councilmember Reid appointed Christy Reid to fill a vacant seat on the Beautification Committee through December 2028; the council confirmed that Reid had consulted with staff and the city attorney and reported no conflict of interest. The council also approved two adult mentor appointments to the Galt Youth Commission — Camille Van Wormedam and Esperanza Peevhaus — to fill terms ending in December 2026.
The consent items approved were: receipt and filing of warrants for the period ending Oct. 13, 2025; minutes of the Oct. 7 regular meeting; adoption of the City of Galt Section 125 cafeteria plan; approval of the principal civil engineer classification, salary range and incentive matrix; and midterm budget and related items.
