Galt City Council adopts 2025 California building codes after second reading; Reid votes no

The Galt City Council on Oct. 21 adopted Ordinance No. 2025-10, repealing and replacing Chapter 15.04 of the Galt Municipal Code to adopt the 2025 editions of the California building standards, after a statutorily required second reading and public hearing. The council approved the ordinance in a 4–1 vote.
The action was presented at the meeting by city staff member Carlini, who told the council the second reading must be a public hearing and that there were no changes since the first reading on Oct. 7. "Per the code, the second reading must be a public hearing. So tonight, we're asking the council to hold a public hearing, receive any comments, and adopt the building code," Carlini said.
No members of the public spoke during the hearing. During council discussion, Councilmember Reid said she opposed the updated code changes, raising concerns about the state's move toward electrification and the region's ability to meet increased electricity demand. "The state is moving toward where everything is electric. However, the state is not in a position to provide us with or the companies are there to provide us with electricity that we need," Reid said.
Mayor Farmer and other councilmembers proceeded to a vote. The roll call was: Vice Mayor Sandhu — aye; Councilmember Grama — aye; Councilmember Reid — no; Councilmember Rodriguez — aye; Mayor Farmer — yes. The ordinance passed 4–1.
The ordinance replaces local building and construction provisions with updates that align local regulations to the 2025 California Building Standards Code. City staff said there were no local amendments beyond the changes described in the first-reading staff report.
The adoption is effective per the procedural schedule indicated in the staff report. The council did not receive public comment on the item during the hearing.
