Jacksonville council approves cemetery maintenance agreement, zoning map changes and consent agenda items

The Jacksonville City Council on Oct. 14 approved a five-year intergovernmental agreement for maintenance of three portions of Diamond Grove Cemetery, voted to amend the city zoning map in two separate first-reading ordinances and passed a multi-item consent agenda that included payments and contract change orders for city water and wastewater projects.
The cemetery agreement — described in the city attorney's report as covering sections called Emmanuel East, Emmanuel West and Emmanuel South — was presented as a five-year intergovernmental maintenance agreement, retroactive to April. The council approved the resolution after a motion, and the clerk recorded unanimous roll-call approval.
City business that passed as part of the consent agenda included: a resolution authorizing capital improvement fund payments for certain projects; a resolution authorizing payments from the general fund for services rendered; an assignment of lien for 314 East Douglas Avenue to the 2 Rivers Land Bank; a financial commitment for the Lincoln Avenue Safe Routes to School project; change order No. 1 with LW Roland Trucking for a service-line inventory potholing project; change order No. 4 and partial pay estimate No. 26 to Plucker Construction Company for the wastewater treatment plant Phase 1 headworks project; partial pay estimate No. 4 to Lane Christensen Company for the Rainy Well Rehabilitation Project; and payments from the Waterworks and Sewerage Projects Fund for services rendered and improvements. Council members indicated no items were being pulled from the consent agenda and the clerk called the roll for approval.
Council members also approved two zoning-map amendments on first reading. One ordinance amends the map for property at 409 Hardin Avenue, Suite 202, to B4 with a special use; the other changes zoning at 400 East Lafayette Avenue from R3 to B1. Both measures passed on the first reading with roll-call votes recorded as carried.
Other business on the agenda included routine items: approval of minutes, payment of claims, and receipt of the fund budget and general fund revenue analysis reports for the month ending Sept. 30, 2025. The council reappointed Noel Beard, Mary Ferguson and Katie Weeks to the Jacksonville Library Board with terms expiring Oct. 1, 2028.
The council also received community communications: a request from Jill Alexander to approve the annual Findlay Street block party on Sunday, Oct. 26, to close the street from 3 a.m. to 10 a.m., and a thank-you letter from Girl Scout Troop 6923 reporting a mural-painting project at Nichols Park bathrooms.
On an administrative update, council members discussed video-gaming donation applications. The mayor and staff said the city received applications under a program with a $10,000 per-application maximum and a $100,000 total cap; the deadline for applications was in September. The finance committee will meet Oct. 28 at 5:45 p.m. to review applications and prepare a recommendation to the council.
No public comment was offered during the meeting, and the mayor adjourned the session following a motion and second.
