The Highlands Town Board of Commissioners voted Oct. 16, 2025, to pass a resolution donating a 20‑foot enclosed 2005 Horton trailer used for swift‑water rescue to the Glenville‑Cashiers Rescue organization. The donation formalizes mutual‑aid cooperation between Highlands and neighboring rescue squads.
Fire Chief Gearhart told the board that the department’s dive and swift‑water capabilities have declined as longtime volunteers retired; neighboring Glenville‑Cashiers Rescue has reconstituted a team and the two organizations plan to operate cooperatively. Chief Gearhart said the trailer can be used to haul equipment, serve as a command center and provide climate control for equipment and personnel during joint responses.
The town attorney explained that state statute requires a resolution to donate equipment to another government entity; the board passed the required resolution and approved the transfer by voice vote. Commissioners confirmed the arrangement is a mutual‑aid relationship and that Glenville‑Cashiers Rescue will be the first call for dive events in the Highlands district while remaining available for mutual‑aid responses.
No dollar value was awarded or recorded in the meeting; the board approved the procedural resolution required to complete the donation.
