Planning commission endorses Schutz applicants' permit for two‑barn poultry feedlot; one condition imposed

The Morrison County Planning Commission unanimously voted on Oct. 14 to recommend approval of a conditional use permit for Jordan and Anna Schutz to establish a tier‑2 chicken feedlot on two parcels totaling about 80 acres in Hillman Township.
Land Services staff told the commission the applicants plan two chicken barns, will construct a stacking slab in conjunction with the barns, and intended to plant permanent vegetation around the barn area. The soil and water conservation district reviewed the site and found it suitable for a tier‑2 feedlot and that the barns meet setback requirements; the applicants told the commission they own both parcels but noted those parcels will need to be combined before final permitting because setbacks for a residence require the barns and dwelling to be on the same parcel.
During the hearing the applicants confirmed their manure management plan assigns a broker to move manure off‑site; Commissioner George summarized the plan by saying “all the manure will be transferred off‑site to, mister Casper.” The applicants also said they plan to build the stacking slab at the time of barn construction and to have a roof over the slab.
Commissioners noted favorable offset ratings for the site (98 percent was cited in the staff packet) and that the nearest residence is more than 1,300 feet away. Commissioners discussed road approach approval by Morrison County Public Works and the need to obtain any required water appropriation permit from the Minnesota Department of Natural Resources.
The commission imposed one condition — maintain a 50‑foot grass buffer around the barns — and voted to recommend approval. Commissioner Brent moved the motion and Commissioner George seconded; the vote was unanimous in favor. The recommendation will be forwarded to the Morrison County Board of Commissioners for final action at its Oct. 21 meeting.
The commission chair told the applicants to work with Land Services staff before the county board hearing if they have questions.
