The Scotia-Glenville Central School District Board of Education voted to adopt a written “Commitment to Community” statement and a non-timebound long-range plan focused on inclusion, curriculum alignment, community engagement and professional development.
Dr. L.B. Annas, the consultant who led the district’s multi-year assessment and planning process, told the board the work began in 2021 and moved from assessment to strategy and implementation beginning in August 2023. Annas said the plan is intended as a set of guideposts rather than fixed deadlines and described four primary focus areas: student safety and support, curriculum and instruction aligned to the state's culturally responsive and sustaining education framework, community engagement and transparency, and sustained professional development for staff.
Annas read the district's commitment statement aloud to the board: “At Scotia Glenville, we're committed to embodying unity, embracing representation, and upholding the dignity of each individual.” The plan recommends district-level committees (including building representation), consistent supports and calm spaces for students, trauma-informed training for staff, regular stakeholder feedback, and a professional-development structure that elevates internal district expertise.
Board members asked how students and staff would be engaged. Annas described methods used in the assessment: student surveys taken during class periods to reduce barriers, focus groups and interviews, and suggested more frequent touchpoints (town halls, twice-yearly staff or student check-ins) and a closed feedback loop to report changes back to stakeholders.
The board moved and seconded a motion to adopt the commitment statement and long-range plan; the motion passed by voice vote with no recorded opposition.
Clarifying details: Annas said the initial diagnostic placed the district on a maturity continuum "right of compliant, heading toward strategic" in 2022 and that the district has moved closer to a strategic posture by forming stakeholder groups, superintendent's council, and an ad hoc strategic planning group. The consultant emphasized the plan is not time-bound and that district leadership (named holders Rick and Susan in the presentation) would oversee accountability and implementation.
