The Planning Commission approved the annexation of roughly 31 acres (Smith property) and recommended rezoning of adjacent acreage from Rural to Large Lot Residential District (LLRD).
Staff explained the annexation area lies north of Miss James Road and south of West Farmville Road and falls inside the city's optimal boundary. The companion rezoning covers about 58 acres and is intended to incorporate a major-street connection between Miss James and Farmville Road to enable sewer connectivity.
Commissioners pressed staff on sewer service: staff said the project does not meet the threshold for gravity sewer and that a low-pressure system is preferred; the low-pressure system will contribute to the public sewer rather than leaving the parcel isolated. Residents at the public hearing, including Brent Reibling of 1931 West Farmville Road, requested buffers or screening fences to separate the new development from existing rural lots; staff said such conditions are typically handled at the preliminary-plat stage and the applicant will be notified.
The commission moved, seconded and carried the annexation and the rezoning recommendation; both actions will be forwarded to the city council for final action.
