Denver City Council on Monday approved a rezoning request for 2501 South High Street in the University neighborhood, moving the property from ESUDX (urban edge single‑unit) to ETUC (urban edge two‑unit). The board voted 12–0 on final passage after a staff presentation and one public comment in support.
Community Planning and Development staff told council the 12,500‑square‑foot lot could support an additional dwelling unit under the proposed ETUC district, and the change was in line with the Comprehensive Plan 2040 and Blueprint Denver guidance for 'urban edge' and 'low residential' place‑types. Staff also said the site sits adjacent to existing ETUC zoning and that neighborhood outreach had produced letters of support.
The applicant, who told council he planned to sell rather than develop the southern portion of the lot, said the regulatory change would allow a future developer to create a compatible duplex or two smaller units. Councilmember Paul Cashman (District 6) supported the project, saying it matched the neighborhood context.
A public commenter expressed general support for additional housing opportunities. No council amendments were offered. Councilmember Cashman cast the supporting comments and the roll call vote was 12 ayes, 0 nays for passage.
The ordinance now proceeds to publication and the administration will move forward on any subsequent lot‑line adjustments or building permits under ETUC standards.
