Planning commission approves design study for single-story remodel with conditions on siding and windows

The Carmel-by-the-Sea Planning Commission voted unanimously Oct. 8 to adopt staff'recommended findings for DS2516, a design study to remodel a single'story home and add a 148 sq ft addition plus a 264 sq ft detached garage that will encroach 5 feet into the 15'foot front setback.

Staff presented site work and design changes, including a switch from a flat roof to pitched roofs, a plan to bring site coverage into conformance, and replacement or consistent treatment of doors and windows. Staff noted nine trees on site with seven identified as significant and proposed adding four fern pines and one Japanese maple to meet tree-density requirements. "They currently meet all the requirements for having a garage that encroaches into the front setback with the appropriate amount of landscaping and pedestrian safety considered," staff said.

Applicant John Moore, the building designer, agreed with staff recommendations and said the owner intends to bring the site into compliance. Commissioners asked for a condition requiring consistent siding and window treatment; staff agreed to add the condition and follow up at finished details. The motion to adopt the resolution with commission direction passed on roll call with unanimous "yes" votes.

The commission recorded the approval and directed staff to resolve a neighbor'reported gas-meter location and to ensure final plans address the construction-management plan so contractors do not park in the median during construction.
