"My edited or revised memo was...turned down or rejected by the city manager because the 2,000 additional dollars was a substantial change in in in financing, essentially," Porras said while putting the dispute on the record.
The city manager replied that rules require items with a fiscal impact to be submitted by 10 a.m. on the meeting day. "Items that have a fiscal impact have to be in by 10AM in the morning," the manager said.
Council members debated whether $2,000 was substantial relative to the allowed donation range; the code and staff repeatedly referenced the deadline and the requirement that recipients have required documentation and licenses. After discussion, Vice Mayor Porras moved to approve item 6m (the sponsorships read into the record included several small donations: Gloria M Foundation $1,000; Latin America US Foundation $1,000; Fundunife $750; another organization $250 as read). The motion to approve passed on recorded votes.
Mayor Fraga emphasized consistent application of rules: "We have to be consistent because fairness is subjective. It needs to be consistent, and our code provides that consistency." Council members agreed the item could be resubmitted if it missed deadlines in the future, but the council approved the sponsorships on the agenda for this meeting.
