Panel hears technical cleanup bill to simplify sunset and termination-date amendments

Sen. Sue Vinton described Senate Bill 75 to the House Legislative Administration Committee as a technical cleanup intended to simplify how sunsets and termination dates in statute are amended.
Jarrett Coles, legislative deputy director of the Legislative Services Division, explained the bill arose from a Legislative Council recommendation to improve drafting efficiency. He said the practice of repeatedly amending multiple session-law entries when extending a termination date creates complexity for code editors and staff and that SB 75 would allow amendment of the original statute's date instead of modifying every subsequent amendment.
Coles said the change is retroactive and would speed drafting processes, including for the current session. He emphasized the bill does not remove the legislature's authority to modify termination dates; it is a drafting and cost-efficiency measure.
The committee asked clarifying questions and heard the technical overview; the sponsor urged concurrence at the close of the hearing.
