County approves series of planning, highway and IT items including subdivision acceptances and small IT task orders

On Jan. 20 the Elkhart County Board approved a bundle of routine planning, highway and technology items including subdivision acceptances, bridge acceptance, and IT contract renewals.
Highway staff presented initial acceptance into the county highway system for Falcon's Lair Section 3, noting initial acceptance covers hazard removal only and that the developer will maintain roads and drainage for three years before final acceptance. The board accepted Bridge 312 (on County Road 142) following final inspection with county engineers and INDOT; staff said the bridge was fully replaced in 2025.
Commissioners approved an INDOT LPA project coordination extension to June 30, 2026, for the Kenner roundabout at County Road 1813 and County Road 115; staff said the extension changes dates only and involves no new dollars. The board also accepted the 2025 crack-seal maintenance bond for Scudellar Construction after the project passed inspection.
On planning and subdivision matters, the board accepted right-of-way dedications for Indian Creek Phase 1 (Spartan Development), which will include nine lots as part of an eventual ~72-lot subdivision, and approved a DPUD amendment and primary plat for an expansion of an existing manufacturing site represented by Whiteman (D and M Sales). Planning staff noted outstanding on-site MS4 concerns are being resolved ahead of commercial permits.
In board items, the county approved an independent contractor agreement with Alert Ops Inc. incorporating standard contract language (referencing ordinance 2025-43) and a linked task order for a $2,721.60 license to access the Alert Ops application to assist with project management.
All routine items were approved by the board; motions carried unanimously.
