Ada County commissioners approve resolutions, ordinance and procurements in routine session

At the start of new business the board approved Resolution 31-62, which reassigns previously authorized courthouse project expenditures to the Ada County court facilities fund without increasing the total FY2026 budget. County staff said the change clarifies reporting and lets the courthouse project proceed. The board voted unanimously to approve the resolution.
The board also approved Resolution 31-63 to authorize procurement on the open market for exterior handrail replacement at the Ada County Courthouse after staff reported the formal bid process produced one nonresponsive bid and one that exceeded budget. Commissioners supported negotiating on the open market and approved the resolution by voice vote.
The board adopted Ordinance 10-14 to update miscellaneous sections of Ada County Code that referenced the county's old Title 8 zoning code, changing those cross-references to the newly adopted zoning code. County planning staff said the ordinance prevents future confusion over code citations; the board adopted it unanimously.
Procurement staff presented their evaluation for RFP 26020 (Ada County multi-hazard mitigation plan 2027 update) and recommended awarding the contract to Black & Veatch Corporation, the top-ranked proposer (evaluation score cited by staff: 90.42). The board voted to accept the evaluation group's recommendation and award the contract to Black & Veatch.
Staff opened 11 bids for RFP 26023 (Barber Park maintenance building expansion/tenant improvements) and read base bids plus a $35,000 owner's contingency. Bids ranged from roughly $558,036.65 to about $697,554; staff requested time to review the submissions and asked the board to table the award recommendation to the Jan. 26 open business meeting, which the board approved.
Other routine agenda items — catering permits, claims journals, interim agreements for Expo Idaho and event approvals for Barber Park Education and Event Center, and four operational agreements including storefront-frame repairs at 252 E. Front St. — were moved, seconded and approved by voice vote.
The board will notify the City of Boise that it ratified the city's reappointment of Julianne Donnelly to the Boise City and County Housing Authority and will revisit tabling and legal review for the Kirschner Holdings conditional-use item at a future meeting.
