East Point council confirms committees, makes board appointments and accepts CIP for review

At its Jan. 20 meeting the East Point City Council took a string of organizational and administrative actions.
Elections and committee confirmations: Council elected Councilman Sean Atkins as mayor pro tem for 2026 and confirmed Councilwoman Starr Cummings as provisional mayor pro tem. The mayor nominated members to the budget and finance committee (Councilman Mitchell, Councilwoman Caldwell and Councilwoman Hemming) and a citizen appointee; council confirmed the appointments. The mayor also announced human-resources committee appointments and council confirmed those names.
Boards and commissions: Council made and confirmed a number of mayoral and council appointments to boards and commissions, including a public-art commissioner, a member of the East Point Business and Industrial Development Authority (BIDA), and members of the planning and zoning and municipal utility advisory commissions. Council asked the city clerk to provide a comprehensive list with term dates and statutory citations for each body.
Capital improvement plan (CIP): The city manager presented the proposed capital improvement plan; council voted to accept the proposal as a procedural step while making clear it would reserve the right to amend the plan during the budget calendar. The city attorney and councilmembers discussed charter timelines for proposed and final capital budgets.
Executive session and follow-ups: The council recessed to executive session for litigation, personnel and real-estate matters; after reconvening the council approved executive-session minutes and directed staff to return a crisis-communication protocol requested by a councilmember.
What happens next: Staff will provide a comprehensive boards-and-commissions status report and the city manager will return recommended CIP amendments during the usual budget process. The accepted CIP remains subject to later amendments before final budget adoption.
