Frederick approves CMGC contract with FCI Constructors for new public works facility

The Town of Frederick Board of Trustees voted to approve Resolution 25R23 on March 11, 2025, authorizing a construction manager/general contractor (CMGC) contract with FCI Constructors for the on‑site work of a new public works facility.
Town staff told trustees the project sits on a roughly 10‑acre site and will ultimately contain about 74,000 square feet of enclosed space. Building A is slated for completion in summer 2026, with the full project expected to finish in the fourth quarter of 2027. Staff described the on‑site bid pack 2 — the scope covered by the contract approved tonight — as approximately $26.9 million within a total on‑site construction estimate of about $38,200,000. Staff said excluded items (off‑site water line, additional owner contingencies, third‑party testing and some design costs) total roughly $9,300,000, bringing the combined project estimate to about $47,500,000.
Explaining the procurement strategy, the presenter said the Guaranteed Maximum Price (GMP) approach provides budget certainty and includes about a 5% contingency. Staff also outlined an earlier bid pack 1 — previously approved at about $11.2 million — that covered long‑lead items such as electrical and steel packages. Bid pack 3, which will include off‑site public improvements (water and sewer lines) estimated at about $1.3 million, is expected to come back to the board in April.
Trustees discussed how the project will be financed and were told the town plans to issue certificates of participation (COPs) in late spring to provide cash flow for construction mobilization. Staff said they are coordinating with bond counsel and a municipal finance adviser and will include financing details in the project FAQ page and public outreach materials.
The board’s vote followed a motion and second; the resolution passed 4–0. Mayor Grice and staff said the town will post FAQs and renderings online and deploy signage and QR codes during staging to keep residents informed.
The board directed staff to proceed with contract execution and return with remaining off‑site improvement approvals and financing ordinances in coming meetings.
