Town planning staff presented the Dreamers Ridge Phase 1 minor subdivision, which proposes one buildable Lot 1 (about 26.79 acres) and six undevelopable outlots, together with two easements: a 30‑foot public trail access easement and a 26‑foot emergency‑access easement that would take access from County Road 5.
Staff told trustees the property is zoned residential estate, that the outlots are intended to remain undeveloped for now, and that a memorandum of agreement creates development triggers for the future full build‑out of County Road 5. The neighborhood meeting was held May 8, 2023; a planning commission hearing occurred Feb. 6, 2025, with technical comments addressed prior to the board hearing.
The board moved to approve three resolutions — 25‑R‑20 (minor subdivision), 25‑R‑21 (public trail access easement) and 25‑R‑22 (emergency access easement) — and adopted them by roll call vote 5–0. Staff and the property owner, John Pfeil, were present to answer questions.
