Developer rep proposes 15-acre agrisolar farm in Frederick, asks town to engage planning and building staff

During public comment Feb. 11, Bing Sellers, representing an entity he called Soul Dancer, outlined plans for a 15-acre agrisolar project in Frederick that would pair photovoltaic arrays with agricultural production beneath and between panels.
Sellers said the project would generate about "enough electricity for 675 families" and that Soul Dancer planned to sell fixed-price power to the local utility for 20 years. He described co-locating trees and hay beneath panels, placing the site in a conservation easement allowing both agricultural and energy production, and capping three oil wells on the property (two already capped, the third scheduled to be capped).
Sellers noted the town’s zoning currently lists the parcel as agricultural and said there was "nothing in your code about agrisolar farms," urging trustees to direct planning and building staff to explore permit paths. "Please go to the planning department and the building department and ask them to figure out a way to make this work for all of us," he said, and requested a response within a week.
The presentation was recorded as public comment; no formal application or zoning determination was before the board at the meeting.
