Frederick Town awards water reuse study contract; state grant covers 75%

Town staff recommended awarding the water reuse study contract to Forsgren to analyze how the town should use reusable water supplies (including Windgap, NISP, Lower Boulder and MillVec water). The study will analyze exchange potential, storage and conveyance options, water-quality considerations for reuse downstream of a wastewater treatment plant and potential storage locations.
Staff said the town budgeted $361,000 for the project in 2025 and that the engineering department secured a Colorado Water Plan grant from the Colorado Water Conservation Board to cover 75% of the study cost. The proposed study duration is roughly 16 months; staff said the town will receive periodic updates and a master report expected in mid-next year.
Mayor Pro Tem Brown moved to approve resolution 25 R 13 and award the contract to Forsgren. The board voted 5–0 to approve the contract award.
Staff noted some deliverables and portions of the analysis will be kept confidential when necessary to protect acquisition or negotiation positions on storage or corridor options.
