Owens Field complex gets $1M boost in grant and city match; bids to open soon

According to staff, the Land and Water Conservation Fund award and a corresponding city match were each increased by about $1 million, bringing the project budget to roughly $4.7 million. Staff said the project must be completed or extended by the grant expiration date of Sept. 30; bids originally set for mid‑January were pushed back and were expected to open around Jan. 20–22.
The city has hired Crosslands Construction as construction manager. Staff explained that a construction manager allows the project to split an original lump‑sum bid into smaller, trade‑specific packages (fencing, lighting, plumbing, concrete), which staff said should help drive down costs.
Site work already completed includes clearing, grubbing, rough grading and drainage; True North handled early clearing, and underground drainage infrastructure is in place. Staff said they will know more about final scope and budget once bids are received.
Open questions recorded in the meeting: the detailed source of the city's matching funds and the exact bid results, both of which staff said they could provide later. The board noted the project's constrained timeline and the benefits of the construction‑manager approach for cost control and phased bidding.
