Commission briefed on code adoptions, signage and CLG funding; plans a procedures manual and 2026 work plan

Staff (Speaker 3) briefed the commission on multiple administrative updates, saying the development code changes approved Oct. 6 completed the 30‑day notice period and "are officially part of the code as of November 6." The municipal code changes, Speaker 3 said, were adopted by the city council on Nov. 3 and included moving committee construction rules into the municipal code for clarity.

Speaker 3 also reported that public works installed an additional historic‑district sign on Cloud Corner Road and that staff is pursuing a sign near the Highway 99 roundabout to improve wayfinding to the Historic District. On funding, Speaker 3 said the commission received $12,650 for its Certified Local Government project this year to support the historic‑district website and that those funds are appropriated and currently in use with a contractor.

Chair (Speaker 1) emphasized that the commission now reports directly to the city council rather than the planning commission under the new regulations and suggested the commission update its webpage and member manual to reflect procedural and reporting changes. Commissioners discussed creating a procedures manual and proposed including a 2026 work plan; the group generally favored drafting the manual with staff and legal counsel to resolve design‑review questions and to guide future mock‑meeting training if gaps emerge.
