Staff presented six topics for committee review: non-motorized vehicles (scooters and bicycles) in downtown (section 6.700 series referenced in the packet), waiver of development fees (section 9.85), sidewalk and driveway notice provisions (sections 3.500–3.535), a draft open-burning ordinance (public-safety topic), electric-assisted bicycles (e-bikes) and an update to the drug-paraphernalia code (section 5.212). Staff asked council for consensus on which standing committees should review each item; councilors discussed whether electric-assisted bicycles belonged in public works or public safety but agreed committee referral was appropriate.
Separately, staff introduced Ordinance 1918 on first reading to amend the municipal code to allow reservation of the shelter at John C. Barnard Park, adding it to the list of reservable amenities. The council declared the ordinance approved on first reading with no additional recorded discussion.
What happens next: staff will route the listed code updates to the identified standing committees (public works, public safety, etc.) for further review, hearings and potential drafting of ordinance language.
