Dallas committee forwards updated council policies to full council

The Public Administration Committee voted on Nov. 24 to forward a consolidated package of city council policies to the full City Council. Staff explained the packet bundles departmental policies for a biennial review and recommended only a small number of substantive edits.
One explicit change would shift investment‑program reporting from quarterly to every six months; staff said the finance director (investment officer) would prepare the semiannual reports, targeting February and August for the first pair. A councilor noted the package had removed a $10,000,000 hard‑coded figure and urged staff to remove any remaining fixed dollar amounts so policies do not become obsolete.
Councilors also discussed whether to review the city charter — including residency and candidacy eligibility rules — and staff advised that any change requiring a US‑citizen requirement to run for office would need a charter amendment submitted to voters. Staff said the charter review could be added to a future committee agenda and that a ballot measure typically must be finalized by mid‑September to appear on a November ballot.
A motion to forward the policies (attachment A) to the City Council was moved, seconded and approved unanimously.
