Commission outlines CLG narratives project schedule, website conversion and grant match

Commission staff and members agreed to an Oct. 31 target for finalizing historic building narratives for the Certified Local Government (CLG) project, with a process to accept completed narratives incrementally so the contractor can begin web and audio conversions.
Speaker 2 and Speaker 1 said that partial submissions that are marked "final" will be routed to Speaker 2 for consolidation and formatting before being sent to Tyler and UltraMedia. Speaker 1 explained that accepting completed narratives early will allow UltraMedia to start turning written narratives into audio narration and website content. "If you guys have narratives that you are ready to turn in, and even if it's not all of them, that'll at least allow our contractor to be able to start putting things onto the website," Speaker 1 said.
On funding, Speaker 1 reported the city was awarded $12,650 by Oregon Parks and Recreation for the CLG project; the grant is a 50/50 match. "That was a fiftyfifty grant so we're spending 50% of the cost on the project they're reimbursing us the other 50%," Speaker 1 said. The commission discussed eligibility for future cycles (every other year) and that the award ceiling can be up to $15,000 in 2026.
Commissioners also discussed a future program idea to provide funds to historic building owners to hire architects for project scoping so their projects are better positioned for grants and permitting. Staff framed that as a longer-term program idea to supplement existing small-project grants.
Next steps: Members will route completed narratives labeled as final through the agreed consolidation process; staff will incorporate the grant match requirements into future project planning and consider a building-owner assistance program in subsequent grant cycles.
